What is it?

The crankshaft pulley is a pulley for the drive belts that power the engines ancillary parts. It sits on the end of the crankshaft, and it's essential purpose is to reduce the vibrations that the crankshaft puts out at higher speeds. It reduces the stress on the crankshaft and stops it from breaking. 

How can i tell if its broken?

Quite simply put, the sound. If you can here odd noises coming from your engine bay, then a broken camshaft pulley could be the cause. If your engine is louder than usual when you accelerate, or you can feel more vibrations, this is a distinctive sign that your camshaft pulley isn't working correctly.
